Ladies and Gentlemen,

Good morning! It gives me great pleasure to come to Sichuan and to Chengdu to participate in the 7th Western China International Economy & Trade Fair. On behalf of the State Council, I would like to congratulate on the opening of the Fair and to greet our guests and friends both home and abroad with a heartfelt welcome.

Western China is one of the cradles of the Chinese people, and has nurtured resplendent Chinese civilization over a history of 5000 years. Western China accounts for over half of the total land area of China, and is endowed with rich mineral resources, which can be translated into huge market opportunities, and enables the region with considerable advantages and great development potential in various areas including energy, agriculture, tourism, and science and technology. In the new century, the CPC Central Committee and the State Council, in view of the overall situation of China’s reform and opening up and socialist modernization drive, have made a major strategic decision to develop Western China. Over the past 6 years, our efforts in developing Western China have fruited in major progress and noticeable results, which should be attributed to the correct leadership of the CPC Central Committee and the State Council, and the hard work and the pioneering and innovative spirit of all the ethnic groups in Western China. Infrastructure and investment environment have been improving; economic growth has been accelerating at large; ecological construction and environmental protection have been enhanced; education, science and technology, health care and various other social causes are developing steadily. Concrete effects have also been reaped in human resources development. What is the most important is that the general public of Western China has obtained tangible benefits, and other regions of China are also benefiting from the development of China’s West.

To develop Western China is a long-term strategy of our nation, which will be implemented not only in the coming 5 years, but through the complete process of our building a moderately prosperous society in an all-round way and realizing modernization. The furthering of the West Development Strategy will lead to sustained, rapid, sound and harmonious economic development in the west, which will in turn provide our friends, both home and abroad, with more business opportunities and wider room for cooperation.

The Western China International Economy & Trade Fair is a grand international trade and economic gathering that incorporates commodity display and sales, and business exchanges and investment attraction in the western region. Since 2000, the Fair has been held successfully in Sichuan Province for six consecutive years. Accumulatively, nearly 20,000 visitors from over 50 countries and regions participated in the Fair, contributing to more than RMB 30 billion worth of deals reached on the spot. The Fair has become an important platform in the western region of China on which people discuss and explore the implementation of the West Development Strategy, and develop international trade and bring forward economic cooperation. It has also become an important window through which Western China presents to the outside world the profundity of its historical and cultural legacy, the fruits of its opening-up and reform as well as the bright prospect of its future development.

The theme of the 7th Western China International Economy & Trade Fair is “Open, Cooperation, Common Win and Development”, which I think is consistent with the development needs of the western region and the characteristics of the time. The Sichuan Provincial Government and relevant departments of the State Council must carefully organize the event and closely collaborate with each other, make full use of the platform provided by the Fair and intensify the efforts to bring in foreign investment, make good connection and communication for the business networking before, during and after the Fair and in the course of the implementation of the business projects, and facilitate the participation of all parties in the exhibitions and other business exchanges. Moreover, special attention should be given to the building of brand names and the protection of intellectual property. A set of organization and management systems featuring scientific operation, high efficiency and orderliness should be established. Businesses should be attracted and customers invited through an open, fair and equitable operation system, and with credit, hospitality and considerate services. Efforts should be made to make the Fair one that has its unique features and is up to a high level.

Comrades, friends, from the present time to a period to come, we are in a critical historical juncture when our country is focusing on building a moderately prosperous society and accelerating the pace of modernization, while at the same time the development of Western China is also entering a new historical stage. I hope to see one better Western China International Economy & Trade Fair after another, to see more and more friends from home and abroad coming to China’s west, coming to understand the west and coming to like the west, and to see more and more products and enterprises from the western region coming out of the west, coming out of China and going into the outside world.

Now I would like to declare the 7th Western China International Economy & Trade Fair open!
